Oil Depots
On 1st April 2020, new regulations for oil distributors and others came into effect, with significant implications for Dangerous Substances Licences applications. All oil depots which store flammable liquids and fuels for the purpose of sale or supply to commercial enterprises must have a licence to operate, granted by the appropriate local authority.
Under the new regulations a comprehensive risk assessment completed by a competent person is to be submitted with all new licence applications and licence renewals. These risk assessments must be carried out in accordance with several guidance documents outlined in the regulations and must indicate proposals to make the site as safe as practicable in line with industry standards.
Licence applications require:
- A risk assessment completed by a competent person
- Drawings showing site layout, fuel installations and other details
- Explosion Protection Document
- Hazardous area drawings
- Electrical safety certificate
- Fire safety certificate

Other Commercial Fuel
On 1st April 2020, new regulations for oil storage came into effect, with significant implications for the following businesses. The following will now require licences to operate:
- Diesel-only retail outlets.
- Businesses (such as golf clubs) with storage of petrol in excess of 2,000L.
- Business with diesel, marked gas oil or kerosene storage in excess of 5,000L, and where this fuel is intended for vehicular use.
